Irrelevant. It's an ethics violation that damaged parties can choose to act on for up to two years after the violation has been committed, the fact that no one "follows this" means there could be class action implications to injured parties. There is a reasonable expectation that the coach knows and follows the league rules. Ignorance is not a defense.
