Membership in any NorCal Premier Soccer League or other
competition is considered to be an automatic acceptance of its rules, policies and procedures.
(10) Coaches should always place the individual players development first and place team success second.
A youth coach who is committed to developing each of his players should also be committed to giving all his players equal access to the experiences that facilitate such development—including playing time.
First, I cannot overemphasize the value of playing experience in a game situation. No amount of play during practice sessions replaces it. Game-playing experience is essential to player development.

Irrelevant. It's an ethics violation that damaged parties can choose to act on for up to two years after the violation has been committed, the fact that no one "follows this" means there could be class action implications to injured parties. There is a reasonable expectation that the coach knows and follows the league rules. Ignorance is not a defense.

Soccerlaws: I could not find the policies you are referring too so I have a question: Are the final two sentences you posted pulled directly from the policies or are they your interpretation of what you consider putting a players development ahead of team success.
I understand your point although I am sure some would argue that placing a player in the situation where they are "over their head" could actually hinder their development.

You can find the Norcal Premier Soccer Ethics - Policy on their site at:

It clearly states at the beginning that:
All participants in NorCal Premier Soccer Events are members of US
Club Soccer and therefore must adhere faithfully to its stated bylaws,
rules and policies as well as to their intent.
Included in their ethics policy are rules about alcohol, recruiting techniques, but under Article 1 - responsibilities to players it states:
(10) Coaches should always place the individual players development
first and place team success second.
When we are playing games under the "Norcal Premier League" banner we can't overplay or underplay our players. Development is the key and warming a bench or playing an entire game and risking injury aren't allowed.

Complete BS! This should not be enforced. If for whatever reason a player is lacking playing time and believes he or she deserves to be on the field more, then that player should look to move to another team. Why would you want your child in a program that does not have confidence in their ability?
Parents can also use this to further their own agenda to gain decision-making authority within the team. Leave the coaching to the coach and stay out of the way! If you can't sit back and you feel the need to be involved, find another team. Elite-level athletics is not for everyone...if you are looking to become litigious over playing-time, maybe you need to leave the sport!!!
