Membership in any NorCal Premier Soccer League or other
competition is considered to be an automatic acceptance of its rules, policies and procedures.  

(10) Coaches should always place the individual players development first and place team success second.

A youth coach who is committed to developing each of his players should also be committed to giving all his players equal access to the experiences that facilitate such development—including playing time.

First, I cannot overemphasize the value of playing experience in a game situation. No amount of play during practice sessions replaces it.  Game-playing experience is essential to player development.

It clearly states at the beginning that:

All participants in NorCal Premier Soccer Events are members of US
Club Soccer and therefore must adhere faithfully to its stated bylaws,
rules and policies as well as to their intent.

Included in their ethics policy are rules about alcohol, recruiting techniques, but under Article 1 - responsibilities to players it states:

(10) Coaches should always place the individual players development
first and place team success second.

When we are playing games under the "Norcal Premier League" banner we can't overplay or underplay our players.  Development is the key and warming a bench or playing an entire game and risking injury aren't allowed.
