The promised benefits were not there.  Nowadays the upper divisions in NorCal Premier offer better competition. I remember when it was mentioned that maybe one day NorCal premier could parter up and have a promotion/relegation situation with the top teams per age group.  Now NorCal has no reason to parter with Y-League.
